Dr Emma Haynes is Managing Director for Quantum and Timing at NPL. She leads NPL’s Quantum and Timing business unit, bringing together science, innovation and national infrastructure to support UK growth, prosperity, resilience and long-term impact.
Following a successful career in the private sector, Emma joined NPL and has held senior leadership roles across time and frequency metrology, partnerships, commercial strategy and national programmes. Her work focuses on turning world-leading scientific capability into trusted services, infrastructure and partnerships. These help government, industry and regulators address major national challenges and opportunities.
As Partnerships Director, Emma strengthened NPL’s position across defence, space, telecoms, artificial intelligence (AI), quantum technologies and engineering biology. She secured multi-million-pound strategic agreements and built a strong pipeline of opportunities aligned with UK priorities and future industries.
Emma is known for building trusted relationships across government, industry and technical communities, and for creating high-performing teams with a clear sense of purpose, accountability and impact. She brings commercial judgement, policy awareness and systems leadership to complex national programmes. Emma is currently completing the Major Programmes Leadership Academy at Saïd Business School, University of Oxford. She is passionate about using science, standards and partnerships to deliver national impact, strengthen critical infrastructure and help the UK realise the economic and societal benefits of emerging technologies.
