Phil Cooper

Phil Cooper is Knowledge Networks Leader at NPL, heading the division responsible for delivering impact through knowledge transfer, both for NPL and for external customers.

Knowledge Services' 35 staff work on a variety of projects, including delivering NPL's main knowledge transfer contract for the National Measurement Office; running parts of two Knowledge Transfer Networks for the Technology Strategy Board; working in partnership with the University of Surrey to run its EPSRC funded Knowledge Transfer Account; leading NPL's training and IP exploitation activity; and supporting NPL staff with high quality graphic design and reprographic services.

Biography

Phil was recruited to NPL as Director of the Sensors & Instrumentation Knowledge Transfer Network (KTN), where he led a team of Technology Translators, supporting 2,300 KTN members to secure £97m of innovation funding.

Prior to joining NPL, Phil developed the £5.6m Knowledge Connect programme at the London Development Agency, and before that was responsible for setting up the knowledge transfer function at one of the largest universities in the UK, helping to grow £8m of new knowledge transfer business annually. Notable successes included setting up and leading the £2m Emerald Proof of Concept Fund, investing in over 50 early stage commercial opportunities from a partnership of eight London universities.

Phil started his career at Nestlé Rowntree in York as a Graduate Management Trainee, before setting up, running and subsequently selling two successful small companies. He has degrees from Loughborough University (BA Hons Design & Technology) and from the University of Stirling (MSc Entrepreneurship) and is an elected Board member of the Institute of Knowledge Transfer.
