NPL has studied the need to develop more effective measures for the impact of research and knowledge transfer by looking at both public good and commercial gain from stakeholders' perspectives. The newly developed 'Value Scorecard' looks at what stakeholders in the programme value and assesses this through quantitative and qualitative measures.
