The items used for the
comparison exercise 

This exercise compared complex scattering coefficient measurements of two-port items fitted with GPC-3.5 connectors in 50 ohm coaxial line. Measurements were made over the frequency range 1 GHz to 26.5 GHz in 1.5 GHz steps. The two―port items were attenuators with nominal attenuations of 3 dB, 6 dB, 10 dB and 70 dB. Eight organisations participated in the exercise, which took place during 1994.

The exercise produced some very interesting results. For example, the results for the phase of the S₁₁ values occasionally contained values which were nominally 180° different from the majority of values.
